Yep, that's right, just like in Pokémon Yellow, you can't evolve your chosen critter at all. Normally, Pikachu evolves into Raichu, and Eevee can be evolved into Flareon, Jolteon, or Vaporeon, depending on which elemental evolution stone you use. If you try that in Pokémon Let's Go though, you won't have much luck.
You simply need to level it up to level 20 and it'll evolve into the powerful Water/Flying-type. However, since Magikarp is useless in battle, it can sometimes be challenging. Simply keep it in your party and the Exp. Share will do all the work.

As a starter pokémon, charmeleon evolves normally, through leveling up and cannot be evolved in any other way. Charmeleon evolves from charmander starting at level 16 and further evolves into charizard starting at level 36.
Bulbasaur can evolve into Ivysaur at level 16, and can further evolve into Venusaur at level 32.
