(In case you're not familiar with these sizes... a size 27 is generally a size 4, and a size 30 is generally a size 10. I range between a size 10 and a size 12 on bottom, so the 30's and 31's are usually just about right for me.)

Remember – denim sizing is measured in inches!
Jeans sizes in the US are based on the waist/length ratio, given in inches (in). For example, a male with the jeans waist size of 28 in and leg length of 30 in will have a jeans size of 28/30. We can also use the standard S/M/L sizes, or the simple numerical value (30-50 for men, 0-30 for women).
There is no standard measurement for jeans waist size. Sizing varies considerably by brand because designers have different visions for the look of their jeans. In other words, jeans are not true to size.

For your best health, your waist should be less than 40 inches around for men, and less than 35 inches for women, although it may vary depending on race or ethnicity. If it's larger than that, you may want to talk with your doctor about what your next steps are, including losing weight.
Your waistline may be telling you that you have a higher risk of developing obesity-related conditions if you are: A man whose waist circumference is more than 40 inches. A non-pregnant woman whose waist circumference is more than 35 inches.
From the article: Ideally, all should aim to keep their waist measurement less than half that of their height, found the scientists. Keep in mind they're talking about avoiding obesity, so you want to be under that amount, but 5′1″ is 61 inches in height, and 28 inches is below half of that.
It depends what you means by “normal.” Medically, the advice these days is for a woman to have a waist less than 32 inches [81.5 cm] and 36 inches [91.5 cm] for a man. Above those measurements is regarded by the medics as indicating overweight and loss of control over diet, exercise, lifestyle generally.
The specific proportions of 36–24–36 inches (90-60-90 centimeters) have frequently been given as the "ideal", or "hourglass" proportions for women since at least the 1960s (these measurements are, for example, the title of a hit instrumental by The Shadows).
Then, the average waist size was 37.4 inches . By comparison, the average height of a U.S. woman is 63.6 inches, or 5 feet 3 inches. The average weight for women is around 170 pounds. With these measurements, the typical American woman wears a large to extra large pant size, or between a size 18 and 20.

Although many celebrities do wear small sizes, they are by no means all size zero. In fact, some of the hottest celebs wear a size 6, 8 and beyond. But keep in mind that not all size 4s are equal: some celebs are taller, others are shorter.
